You need to configure the Postfix server that it sends all outgoing mails
throug a filter program.

That program appends such the german "bureaucracy-footer" to the E-Mail
for all outgoing messages. The program splits the email into his parts,
add the footer to the bod(y|ies) (Plain and HTML (URGH)), concat the
components of the email and resend it.
