setup IMAP clients (don't know about OX webmail though) to show all
folders, not only subscribed folders.
if you have access to the users's passwords or are using a sasl
mechanism that allows proxying for other users you could write a
script to subscribe the folder on each user's behalf.

nothing if this has to do with OX, though.
