You have to change the folder permissions. Every folder has permissions.
If you click with the right mouse on a folder you get a menu where you 
can see the current permissions ("Properties").
If you want to exclude some users, it makes sense to create a group with
users who have the permissions to create objects and another group without
the permissions. Afterwards you have to change (in the database,
because this can not be done via the frontend) the permissions for the
folders with special permissions.
